Abstract
In this paper we return to the question of when and how governments should intervene to stimulate innovations in the information and communications technology (ICT) sector. We formulate our answers using a framework that combines two aspects - changes in the technology itself and changes in the value chain of technology development and implementation. We recommend this framework to determine the type of innovation at hand and to tailor policies accordingly.
