Establishment of the first bonded port zone in Yangshang, Shanghai signifies that China has begun to explore the development mode of transiting from bonded zone to free trade zone. Based on analyzing the strategic thread of thoughts in China setting up the first round of bonded ports/zones to the second round of bonded ports/zones, this Article puts priority on investigating their functional transition from international competition to promotion of internal development, and on the important promoting role of this functional transition to industrial structure upgrading of adjacent areas and surrounding areas. Upon analyzing the strategic transition of bonded ports/zones and the upgrading of industrial structure, this Article puts forwards some policy suggestions on bonded ports/zones fully exerting their role in facilitating industrial structure upgrading.
