Abstract :
E-government initiatives have shifted from the provision of services to the use of information and communication technology (ICT) to increase the value of services. As a qualitative measure of service offered by e-government, e-participation index is carefully explored as the outcome-oriented assessment and a modified BSC model as process-oriented evaluation framework is constructed. The combination of participation index and modified BSC model will better assess e-government service value.
