  • Abstract
    This paper reviewed the international and China´ s pilot program progress of VEAs, analyzed experiences, driving forces and barriers in the process of advancing VEAs in the past six years in China. The results showed: VEAs have become one of the most efficient policy tools in environmental management in most of the OECD member states. However, in China, which are still at an initial stage though developed rapidly in some regions and industrial sectors. With the analysis of the current and future developmental trends of the environmental pressure China faces, this paper pointed out that China should introduce the VEAs tools as early as possible. And at last, the paper proposed the policy design and implementation principle, policy implementation schemes of VEAs, also, key fields of VEAs in the nearer future and the roadmap to advance VEAs in China were suggested. The paper posed that VEAs could become a very useful policy tools in environmental protection, if China government prompt the policy with great efforts.
