  • Abstract
    Drawing on the motivation theory, and from the perspective of encouraging decision-makers to implement cleaner production, this article constructed an incentive model of decision-makers\´ individual behavior based on moral and profit for the first time, and put forward "Two-factor priorities" viewpoint on decision-makers inspiration. By solving the optimization model, we found that comparing with the economic performance evaluation as a priority, the marginal revenue of pollution control is larger and it makes more incentive for decision-makers when environmental performance supervision is firstly considered. The "Two-factor priority" view expanded the scope of the research on the enterprise\´ s drivers of implementing cleaner production, and the ¿ priority¿ optimization theory makes an important academic role in the salary system design of decision-makers.
