Cost-Benefit Analysis of the Responsibility of Water Rights Users in China

To solve the problem of inefficient water-using, water rights trade is promoted gradually in China, but in practice there are still much of water waste and pollution. Therefore, it´ s really imperative to fulfill the responsibility of the water rights users. From the point of equilibrium of the rights and responsibility, this paper defined the of content of water rights users and water rights users´ responsibility, and drew the conclusion of cost-benefit equilibrium in five conditions though the cost-benefit analysis of water rights users´ responsibility, so as to reveal the inherent law of water rights users when carrying out their responsibility.
