Abstract
Industrial cluster is emerging as a way of stimulating the development of economic all over the world, which is the focus in both theory and practice currently. Furthermore innovation plays a vital role in keeping sustained competitiveness of industrial cluster. In order to describe and assess the essence and rule of innovation ability within industrial clusters, a system is modeled in this paper. Furthermore, AHP method is adapted to acquire the weights of each evaluating indicators. Lastly, using the system of innovation with weight for industrial clusters in Shenyang the findings show that the innovation ability for animation industry in Hunnan is the highest, and civil aviation in Dongling is the lowest. Moreover, innovation input ability plays the most important role in improving innovation ability, of which high technology enterprise is the key factor.
