Experience of connection fees models in Finland and Sweden related to efficiency and regulation policie

Traditionally cost based methods for connection fees have been used in Finland and Sweden. Difficulties to calculate the correct individual cost have resulted in some drawbacks from the customer point of view. The traditional method may also result in inefficient networks with higher long term costs as well as high administrative costs. More modern methods have therefore been implemented in both Finland and Sweden.
