After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In light of the situation that lack of history data about pavement performance and some matters with traditional prediction model, on the base of traditional GM (1, 1) model, a dynamic grey model was constructed by replacing original data with forecasting data. It solved the problems that lack of original data and data divergence of traditional GM (1, 1) model, and it was applied to prediction about pavement performance of an expressway in Shaanxi, by comparing with other prediction models, the dynamic grey model has obvious advantages.
