Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Justifying a mathematical formulation is of great importance, since the reduction to absurdity in mathematics is convincing on the condition that the underlying formulation is convincing. Nowadays, however, there has no a formal theory about this topic. The Bell´s inequality is overwhelming in the sciences of quantum information and quantum computer, though Bell´s formulation for EPR argument is and show that the Bell´s formulation can not be discriminated logically from the new formulation. Since the new formulation does not depend on any physical interpretation, we remark Bell´s formulation is not undoubtful.
