After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The development of modern information technique will bring deep influence of basic education and realize cross over development. But in the process of actual operation, we will meet many problems. This paper analyzes some problems existing in the effective use of learning resources of basic education informalization and gives some corresponding improvement strategy.
