  • Abstract
    With the fifth plenary session of the sixteenth CPC central committee was first proposed to establish “two-oriented society”, then, the concept also went into the visual field of scholars. Domestic scholars carried out extensive studies on the evaluation model and method of the “two-oriented society”. Foreign scholars had done a lot of research mainly from the level of sustainable development and related models. However, they are failure to establish a complete theoretical evaluation system as a support, but also can not sum up all aspects of constructing “two-oriented society” completely and accurately. Therefore, in view of this problem, calculating the connection degree and identical discrepancy contrary of the Set pair analysis theory (SPA), this paper established the comprehensive evaluation model of “two-oriented society”. Then I used this model to evaluate synthetically and analyze the construction of the Chang-Zhu-Tan Urban Agglomeration “two-oriented society”.
