After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

As a common phenomenon in market operation, IT project competition is not only the driving force for the development of information industry, but also the necessary condition for the achievement of project value. In this paper, we classified IT project into ordered IT project and non-ordered IT project, then on the basis of the theory of market structure, put more effort into the study of the formation mechanism and types of competition in both of the two categories, thus putting forward competition types of IT project as follows: perfect monopoly, imperfect competition (monopolistic competition and oligopoly), unlimited competition and limited competition.
