After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
The goals are the important sign to figure out whether the IT project is success or not. Strategic goal makes sure the necessity of IT project and its functionality goals and controlling goals. This paper analyses the meaning of the goals of IT project, researches the composition of the goal system of IT project, and analyses the relations among the goals. The goals system of IT project includes the strategic goal, the functional goal and the controlling goal. Based on the above, the strategic goal, the functionality goal and the controlling goal of the IT project are researched seriously.
