The article mainly discusses some procedural and substantial legal problems concern about the Rule of Law which exist in the university administration for building a harmonious campus. The author claims that it is necessary to establish a perfect legal system and the rule of university administration to realize the goal of building a harmonious campus. The university administration can bring into the process of rule of law.
