Urban PRED system is a complicated system. The dynamic simulation of the urban PRED system is the foundation and precondition of the control for the harmonious development of urban population, resources, environment and economy. According to the nonlinear dynamic characteristics of urban PRED system, author of the paper set up the simulation model of urban PRED system by dynamic method of system and studied the dynamic evolution activities of urban PRED system under different modes with Jinan city as an example. Results indicate that the model is well controllable and easy to understand and simulation result can reveal the dynamic properties and interaction of urban population, resources, environment and economic relation and may serve as a choice for the sustainable development of city.
