  • Abstract
    How to study the operation risk is a puzzle in military organization cooperative operations among services. In this paper, risk existence conditions and characteristics were investigated to resolve illegibility problems in the operation risk. There were difference between risk decision making and full-uncertain decision making to be clarified. And then, three risk analysis approaches, the risk coefficient, compounding estimation and VaR technology were presented for supporting the discuses of the operation risk. Finally, a risk evaluation case about independence solution was given. As a result, the existence of the operation risk would fit four conditions of classical risk decision making, and selecting solutions should depend on decision-maker´s attitude, rather than decision making regulations perfectly.
