Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The aim of this article is to developing a Mega events impact scale. A survey was conducted with a 42-items impact scale in Shanghai. It was found that there were five factors of positive impacts and there factors of negative impacts in the scale. And the measure was also tested by CFA. The result showed that the proposed Mega events impact scale is appropriate for further analysis.
