  • Abstract
    Considering the uncertain feature in assessment, a new assessment model based on cloud theory that can realize greatly the conversion from qualitative conception to quantitative model is established. Evaluation model based on cloud theory can not only show the fuzzy feature of grade, but also indicate random attribute of the degree by hyper entropy. Take the assessment model into evaluation of water resources carrying capacity in Haihe basin, and the results show that new evaluation methods is feasible and can effectively evaluate water resources carrying level.
