After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The university financial assigning work usually decided by the traditional experience. Lacking of theoretical basis, it is often difficult to achieve the desired results. In this paper, we use the Hungarian method to conduct an exploration to solve the financial operations in the universities, and we strive to use a quantitative, mathematical and scientific methods to optimize the appointment to make everyone to do their best and to provide a more scientific and practical method of appointment to the decision-makers.
