After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

By means of PPC model be applied to comprehensive evaluation of soil quality, RAGA is proposed to be made use of to optimize the projection direction, it can turn multi-dimension data into low dimension space, the value of projection function can be calculated by way of seeking the optimal projection direction, thereby, according to the value, comprehensive evaluation of soil quality can be calculated. The outcome from concrete application indicates that it is suitable to evaluate soil quality, can avoid the problem of calculating weight coefficient subjectively, and provides us with a new method and thought to comprehensive evaluation of soil quality.
