After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

It proposed a new combined evaluation model in this paper. Firstly, some different single evaluation methods were chosen to evaluate the objects from different angles; secondly, a cone ratio DEA model was built up based on the decision-maker´s preference, it took the evaluation indexes system as inputs, the evaluation results of all single evaluation methods as outputs; finally, a crossover evaluation model was proposed to carry out the combined evaluation. The model proposed in this paper takes into account the decision-maker´s preference and the objects´ willingnesses simultaneously, it´s an effective combined evaluation model.
