    The rationalization of natural resources property rights system is the foundation for economic growth and development, and constructing a suitable property rights pattern has become the center issues of natural resource management and development. Yichun has implemented the forest property right reform since 2006 by using the reform of collective forest property rights and agricultural land contracting experience, but there is no order for guidance existent. From the creative perspective how property rights affect performance, this article based on analyzing the property-affect-performance pattern, propose four aspects constructing suggestion for Yichun state-owned forest property which are as follows: ensuring the completeness of constructing property rights; ensuring cost minimization of property reform; ensuring the maintenance of ecological benefits and rational estimating the converge situation of rational expectation property rights pattern.
