    Luoyang city is a region which is short of water resources in total amount. According to the amount of the available water resources, it can only maintain status quo. But it is estimated that it will lack water resources 2.43×108m3/a in the year 2010. For ensuring the speedy and sustainable development of economy in Luoyang City, the development and utilization of water resources have become one of the key factors. The important measures to realize the development and utilization of the regional water resources and the protection of the virtuous circle are water control according to the law, water application scientifically, water saving and transforming sewage into water resources, and to do well for the agricultural water saving and water application in urban area are the core. In this paper, there is a feasibility study on the sustainable development and utilization of regional water resources.
