After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

In order to evaluate the effectiveness of Hubei Province total emission reduction(TER)and promote further recommendations for TER and environment quality improvement, TER and environmental quality of Hubei Province since 2006 were reviewed and assessment of the TER and the corresponding environmental quality improvement was made in this study. Great efforts such as economic structure adjustment and backward production capacity elimination, construction of key pollution control projects have been made to complete TER task, the two major pollutants continued to decline from 2007, and environmental quality also continued to improve during these years. The assessment shows there is a certain correlation between the TER and environmental quality improvement, but there are also uncertainties, and environment quality improvement is not necessarily synchronized with the TER. From the point of environment quality improvement, suggestions for further total pollutant emissions were made as follows: shift from the two main pollution control to the multi-factor control, from the target control to the environment capacity control, from pollutant TER to the TER of pollutants and carbon emissions.
