Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Shield cutter head is a key part of shield road header, its design is directly related to the safety and efficiency of shield tunneling. Currently, there is a lot of theories research of the structure design for shield cutter head studied by many scholars in China, while there is no research of the design criteria for shield cutter head. By analyzing the shield cutter head structure, function and failure analysis, this paper has done some basic research on design criteria of the cutter head.
