Research on safety performance evaluation method for safety surveillance department in ATM Division

Abstract :
A model was presented that safety performance of safety surveillance department in ATM should be evaluated by higher authorities, based on the effectiveness of carrying out safety and quality oversight. Four resultant indicators were ratio of identifying the errors, ratio of identifying the hazards, the defects of risk management and the insufficiency of safety supervision mechanism in operation departments. Seven process indicators were composed of supervision and inspection of safety, assessment of safety capability of operations department, internal audit and so on. The safety performance of five Regional ATM Bureaus was evaluated and compared based on Gray Comprehensive Evaluation Methods. It was suggested that this way can objectively image the safety performance level of safety surveillance department in ATM Bureaus, and can inspire the consciousness and enthusiasm of the individuals in safety surveillance department.
