Abstract :
Human is the most important business resources, and performance management is the core of human resource management. To make the overall operation of the newspaper to better adapt to their development strategy, this article use the balanced scorecard to build a comprehensive system of the newspaper performance indicators, and select a critical evaluation of indicators at all levels, and determine the weight of each indicators, improve the accuracy and validity of performance evaluation, so that we can make all employees work hard towards the business goals by the use of performance management to improve the newspaper´s value and competitive advantage and achieve its strategic objectives.
