After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper studies the college counselor development model and assessment index system in China. Through the analysis and research of the Faculty Development Model which proposed by American scholars, we design and establish the counselor development model in China. On the theoretical basis of the counselor development model, we design the assessment index system of college counselor´s development from the capability and quality development level, the professional development level and the organizational institution developmental level, moreover use AHP to confirm each index weight and establish the college counselor development comprehensive evaluation score model.
