After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In order to ensure that learners´ real English writing ability can be measured, it is of great importance to take validity into consideration in designing an English writing test. This paper examines the main factors relevant to validity in designing an English writing test, including construct, test formats, test topics, test input and scoring, and it illustrates their applications in designing a writing test. In designing an English writing test, if teachers deal with the factors mentioned properly, they can develop valid writing tests, and furthermore, they can direct and improve their writing instruction.
