    Situation Assessment is one of the most important questions in military operations and has a great influence on commanders to make decisions for their action plans. In this paper we concentrate on situation assessment based on target movement and its context, and are also interest in activities commander should take after he found unknown target. After analyzing one kind of movement characters of objectives which are cruising on the sea, a Target Situation Assessment (TSA) method based on Hidden Markov Model (HMM) is proposed to estimate situations of these objectives. The basic algorithm of this method is addressed, as well as its computing steps. Experiments show that this approach estimating potential intention of a doubted target on the sea works very well and can be applied into a wide range of research areas.
