After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Shipbuilding enterprise is one of pillar industries of the state, but researches on its production plan and control are rare, thus leads to its low efficiency. So this paper proposes a multilayer production plan model, a task management model based on WBS package and a multilayer resource management model for shipbuilding enterprise. Further more a management system was developed and its success proofed the correctness and effectiveness of the models.
