After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

On the base of establishing rational talents structure evaluation index system the article defines indicator direction, index weight and has nondimension handling to establish comprehensive evaluation mathematics model. By defining two grades index and four structure index it has empirical study on talents structure evaluation of Hebei Province. The result shows that rational talents structure of Hebei Province is higher than it in the country and lower than it in east seaside regions, which stand s the middle level in the country.
