Abstract :
Statistics shows Chinese people who own vehicles account for only 3% of the world, while the number of people died each year from traffic accidents in China accounts for about 15%-20% worldwide. Especially the traffic fatality rate is as 10~20 times as the developed countries such as Japan and the U.S., less-developed rescue facilities is the main factor why fatality rate is so high. This article takes rescue time as first constrain value, sets up new rescue points by using Dijkstra´ shortest path algorithm and relative evaluation. Re-divides the target area thus ensures all the points can be covered in the required time.
