After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Based on the recognition of service innovation and its importance in the development of telecommunication in China, and the analysis of characteristics of telecommunication and its service innovation status, this paper tries to explore key factors of affecting service innovation of telecommunication in China and construct an evaluation index system of service innovation which fits for telecommunication in China. Then by demonstration, this paper tests feasibility and reliability of the evaluation index system, evaluates the capability of service innovation of telecommunication in China during 2005 to 2007, and puts forward corresponding development suggestions that can promote service innovation capability.
