With the rapid economic development of Zhejiang and transfer of large number of rural surplus labor, the level of urbanization of Zhejiang has been in a high level. This paper makes a quantitative analysis on the elements influencing the rural labor transfer through constructing the model on rural labor force restructuring and the process of urbanization. The result indicates that proportion of secondary and tertiary industries to GDP, the tertiary industry employment rate, non-state sector employment rate which reflect transfer space are the greatest indicators. Share of the market allocation of resources and proportion of fixed asset investment to GDP which reflect policies are also of great influence.
