After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

On the basis of discussing the current status and problems of China´s government procurement project monitoring system, The issue proposes idea of collaborative regulation which is based on results-oriented, committed to performance and continued progress, Consisted with our national conditions, and further discusses design of government procurement project collaboration monitoring, early warning indicator system. This is a new proposition which can realize virtual organizational innovation and administrative process reengineering of regulatory system and has an extremely important significance for achieving effective regulation of government procurement.
