After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Knowledge transfer become the main the risk in IT outsourcing service, and many tools and methods are available to support the various phases of the risk management. The evaluation method of risk factors is an important process in risk management. This present the concept of the combinatorial weight of risk factors, and also to propose an algorithm to tackle evaluation of risk factors by rough sets theory. Moreover, an example is given to demonstrate the method, and find out the correlation coefficients among the risk factors, therefore, it can explain how much the effect of each factor on the success or fail of IT outsourcing and knowledge transfer.
