Abstract :
This thesis introduces about the design, function and application of visualization weather consultation system in Qinghai, advanced H.232 and H.262 dynamic video coding and decoding technology is used to realize remote video television consultation on SDH digital circuit special network among “province-district-county” levels, and after the system is established, visualization weather consultation, conference and all kinds of business trainings can be realized among people in difference locations, and it greatly improves the social and economical efficiency in practical business application.
