Abstract
This paper presents a method based on marginal utility theory for EMC- target allocation problem. The method could make the designer of helicopters seize and control the initiative EMC problem by pre-simulation the Electronic systems. Through the 3 steps of simulation-forecast-target allocation, the designer could simply allocate the EMC-target into the subsections of the interference link. It will be easy to avoid potential problems and prevent the passive situation that subsections has been formed then the EMC problem exposed.
