A Study on the Formation Mechanism of Behavioral Risks Result from Ability of Highway Management Subjects

Based on the result of domestic and international highway risks and subjects behavioral risks, starting from the factor of entities ability, this paper identified the main abilities of highway management entities. It explained the concept of behavioral risks result from ability of highway management subjects and analyzed the influence which every kind of ability affect the four behavior of highway (Government behavior, Internal behavior of Highway enterprises, Competitor behavior, customer behavior). It used the notional model to elaborate the formation mechanism of behavioral risks result from ability of highway management subjects.
