As a complex decision-making process in ship production design, block division is largely dependent on the experiences of ship-designers. Thus, how to quantify these experiences so as to make the alternatives feasible within a reasonable framework has become a key to the problem. In this paper, we propose a method of vague-based rough decision-making to deal with block division planning under an uncertain environment. Firstly, we construct a similarity relation between vague data. Secondly, we get the ideal plans via the lower rough approximation to a decision set. Finally, through the comparison of ideal plans, we will obtain the most ideal plan. An example of plans option is used to illustrate the effectiveness of proposed method.
