Abstract :
In order to provide the references for making and adjustment of plan, plan environmental impact assessment (PEIA) should adopt a holistic and systematic concept to study the movement laws of society-economy-environment composite system. With the catastrophe assessment model, the movement laws of society-economy-environment composite system in plan area are studied. The feasibility of the catastrophe assessment model is identified with the example, and the results demonstrate the model can find the reasons resulted in unsustainable development of society-economy-environment composite system from the movement laws of society-economy-environment composite system. Catastrophe assessment model enriches methods of PEIA.
