Abstract
With the issue and execution of the Law on Tendering and Bidding, and the Law on Government Procurement, local governments make relative local regulations and administration measures, meanwhile, they take a lot of explorations. While in the procedure of improvement for the transfer mode of the government-invested projects, there still exist some problems, mainly focused on the demand to improve efficiency of transfer mode and honor agreement management. This paper will introduce the practice of Pre-selection System in Shenzhen Municipality, and discuss on the system arrangement and methods to optimize the efficiency from the view of game theory.
