The backgrounds and motivation mechanism of cartel is luvubrated in this paper, and according to join the alliance members motivation cartel is divided into dominant motive and hidden motives based performance, Through the motivation for game analysis confirmed the intention of confirming the existence of the motivation through the game analyze of the contact.
