Abstract
One decisive element for the development of industry cluster is the human intelligence deployed especially those who possess knowledge for the potential development for the cluster. Entrepreneurs are special group of people who can create tacit and explicit knowledge and influence the cluster development with their creative and innovative behavior. This research then illustrates how to attract these core human intelligence, manage their knowledge to the most possible beneficiary.
