The developing process of Western societies had revealed that only governments, employers and employees jointly adjusted labor relations well and respected for workers´ rights of survival and development, the social conflicts could be alleviated, and the power of various social classes could be comparable, and the benefits of common members of societies could be protected, finally, the society could be harmious.
