  • Abstract
    The Chinese government has been granting favorable polices to the high-tech small and medium-sized enterprises (SMEs) since their birth in the 80s of last century. However, the current policy making and granting mechanism is not without flaws. The paper ventures to review the mechanism thoroughly and, based on which, suggest possible solutions.
