  • Abstract
    Conflicts among both banks emerge easily during initial water rights allocation in river basin. The paper put forward the thought of "initial water right harmonious allocation". Then a harmoniousness diagnosis method of initial water right allocation scheme is built, which includes harmoniousness judgment criterion and inharmoniousness judgment criterion. The harmoniousness judgment criterion takes the fairness and the satisfaction of regions into account; the inharmoniousness judgment criterion takes the differences between regions into account. If the diagnosis of an allocation scheme is disharmonious, the allocation scheme should be adjusted until it passes the harmony diagnosis. An allocation scheme which passes the harmony diagnosis can be generally accepted by all regions in the basin, and the economic,social and environmental benefits of the basin can be improved, the construction of harmonious society between human and water can be promoted finally.
