  • Abstract
    Excellent performance model is a systematic management tool to improve quality and performance. This paper focuses on the research of performance measurement and assessment with GB/T 19580 criteria. Aimed at its characteristics of multi-levels and multi-criteria and the uncertainty of information in application, expert fuzzy judgment and a revised ER approach based on D-S theory are applied to measure and synthesize the multi-criteria. In order to facilitate the overall performance of organizations in a horizontal comparison, average utility is used to compute the comprehensive scores of a distributed assessment based on ER approach. Finally, a case is discussed to demonstrate the methods proposed in this paper.
